“The United Nations University Financial Assistance Programme for Students from Developing Countries Studying in Japan” will be implemented by the United Nations University with financial assistance by the Government of Japan and Japan Bank for International Cooperation. This Programme will be implemented by the UNU through Cooperating Universities and will provide reimbursable funds to self-financed students from developing countries studying in Japan. The Programme is designed to help students contribute to the development of their home countries.<\/p>\n
The recipient students who are provided with funds via the Programme shall reimburse the funds by monthly installments before graduation from the university to which they belong (“Cooperating University”) in accordance with an agreed reimbursement schedule. The reimbursed funds will become the source of funding for additional self-financed students from developing countries with financial assistance within the Programme, and the recipient students have the responsibility to reimburse the funds without delay. Students who wish to apply for the Programme are advised to establish the feasible reimbursement schedule taking into consideration of their study plans.<\/p>\n
What should I use the provided funds for?
\nThe funds provided in the Programme shall be used to cover entrance fees and tuition fees or other expenses necessary for the advancement of studies at the universities where recipient students are enrolled.<\/p>\n
How much assistance can I receive?
\nThe amount of the funds provided shall be starting from a minimum of 100,000 yen in units of 10,000 yen, while the upper limit for each student will depend on the period between the first month when the funds are provided and the month of graduation from the Cooperating University he\/she belongs to. The formula to calculate the upper limit is as follows: –<\/p>\n

The grace period, which is defined as the period from date of fund provision to the date of the first installment of reimbursement, is established to facilitate the reimbursement of funds. Three (3) month and six (6) month options are available for the recipient students in undergraduate programmes while two (2) month and five (5) month options are available for those in graduate programmes. The upper limit is also determined by the grade level of each recipient student, namely, 400,000 yen for four (4) year programmes, 300,000 yen for three (3) year programmes, and 150,000 yen for two (2) year programmes.<\/p>\n
(Example)
\nIf an undergraduate (four year program) student receives funds in April at his\/her first year and selects a six month grace period, the period between the month of fund provision (April in the first year) and the month of graduation (March in the fourth year) is calculated as 48. The upper limit for this student is (48-4-6) x 10,000 = 380,000 yen<\/p>\n
May I apply for the Programme?
\nEligible students who can apply for the Programme shall belong to a university accredited as a “Cooperating University” of the Programme and also meet the following three conditions:<\/p>\n
1. Those who have been accepted for study within a graduate or undergraduate programme and who are not receiving a scholarship fully covering both tuition fees and living expenses from any government or other national or international organization;
\n2. Those who are qualified to stay in Japan with a student visa as set out in Article 2-2, paragraph 2 of the Immigration Control and Refugee Recognition Act when they sign the “Agreement of Financial Assistance for Students from Developing Countries Studying in Japan”;
\n3. Those who have the nationality of a country or region that is specified in Part I of the DAC List of Aid Recipients set forth by the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD).<\/p>\n
How do I apply for the Programme ?
\nInterested students should read the application leaflet provided by the Cooperating University they belong to and fill in and submit an “Application Form for UNU Financial Assistance Programme for Students from Developing Countries Studying in Japan” (hereinafter referred to as “Application”). The UNU website will be also available for the entry. Documents to be submitted in addition to the application may differ from university to university and some Cooperating Universities may conduct interviews. Please check the details of the application requirements in the application leaflet provided by the Cooperating University<\/p>\n
When shall the students apply for the Programme?
\nn general, the Programme will accept applications twice a year. The exact dates for applications may vary depending on the academic calender of each Cooperating University and interested students are advised to consult the detailed information distributed by their University.<\/p>\n
How are the recipient students selected?
\nEach Cooperating University participating in this Programme will establish a selection committee, which will select the students according to the following criteria: (1) need for assistance funds; (2) sense of responsibility; (3) academic performance; (4) health; and (5) ability to reimburse.<\/p>\n
How shall I reimburse the funds?
\nRecipient students shall finish reimbursing the funds to the University before their graduation. Regardless of the amount received, students will pay monthly installments of 10,000 yen. The reimbursements will start after a grace period of between two (2) to six (6) months, depending on the students` preferences and the length of the adacemic programme in which they are enrolled.<\/p>\n

Why is UNU offering this Programme?
\nUNU is offering this Programme because it wants to help capacity building of developing countries. UNU is particularly interested in providing opportunities and incentives for students from these countries not only to finish their studies successfully in Japan but also to see them excel in their studies. Within this objective, UNU is currently planning to implement in due course two incentive measures:<\/p>\n
(1) Academic Performance Award
\nThe top students from each Cooperating University who have dutifully finished reimbursing the funds without delay will be awarded an academic excellence award equivalent to a part of the individual reimbursable funds. Detailed rules will be announced later.<\/p>\n
(2) Essay Contest
\nThe students who have been dutifully reimbursing the fund without delay will be entitled to participate in an Essay Contest. The theme, period, rules, and other details will be announced at a later stage.<\/p>\n
UNU also expects participating students to become more familiar with the UNU system, and will make efforts to creat linkages among Programme participants as well as provide general information about UNU`s activities and events. Some examples being currently considered are listed below:<\/p>\n
1. UNU plans to issue a bi-annual newsletter with useful inormation for the student life in Japan.
\n2. UNU will send inormation about various seminars and workshops hosted by UNU.
\n3. The students who have finished their studies in Japan and return to their home countries will also receive letters and invitations from UNU.<\/p>\n
